What is a market pack?

A market pack is the configuration that scopes the platform to one market: the employer registry, the geography it covers, the wording the dashboard uses, the way roles are grouped, and an optional lens that splits the market into two cohorts to compare. The core platform holds no market knowledge at all.

Keeping every market-specific decision in the pack rather than in the pipeline is what makes a new market a configuration job. It is also what makes the entitlement rules enforceable: the platform cannot leak a market it does not know about.

Why does the number of applicant tracking platforms matter?

Because it is how much work the market is to read by hand. Every pack lists the platform each employer publishes through, and the spread is wide: data and AI concentrates 25 employers onto 3 platforms, while renewable energy spreads 21 across 10. Checking the second of those by hand means opening 21 sites that behave 10 different ways, every morning, before making a single call.

These counts come from the packs on disk, and a test fails the build if a pack gains an employer without the number here moving with it. The published sample dashboard is a build of the renewable energy pack, the most fragmented of the 11 and therefore the honest one to demonstrate on.
